Executive Order 10: All-Agency "Red Tape Review"
Iowa state agencies are undergoing a comprehensive review of all existing administrative rules. Initiated under Governor Kim Reynolds’ Executive Order 10 (EO10), this statewide "Red Tape Review" is a coordinated effort to simplify the Iowa Administrative Code, eliminate outdated or redundant regulations, and reduce unnecessary restrictive language across state government.
Our agency is systematically evaluating every rule chapter under our jurisdiction to ensure our regulations are clear, effective, and pose no undue economic burden on Iowans.
The Review Process At-A-Glance
For every relevent administrative rule chapter, our agency completes a strict evaluation process before any rules are updated or re-adopted. Every agency has been tasked to:
- Comprehensive Evaluation: Assess the core public benefit of each rule, determine if the benefits justify the actual cost, and look for less restrictive alternatives to achieve the same goals.
- Streamlining & Reduction: Remove obsolete language, avoiding word-for-word repetition of state statutes, and eliminate unnecessary restrictive terms.
- Regulatory Analysis: Before proposing a revised chapter, agencies draft a detailed Regulatory Analysis that outlines the metrics, word-count reductions, and overall economic impact of the changes.

Public engagement is a vital piece of the Executive Order 10 process. We encourage citizens, business owners, and stakeholders to review our progress and weigh in.
1. Review the Documents
Below, you will find our published Rule Reports and Regulatory Analyses. These documents outline exactly which rules we propose to modify, repeal, or retain.
2. Attend Public Hearings
As chapters complete their initial review, public hearings may be scheduled to gather feedback. Dates, times, and links/locations for these hearings will be posted separately or together and include the corresponding documents below.
3. Submit Written Comments
If you cannot attend a hearing or prefer to submit your thoughts in writing, you can send public comments directly to our rulemaking coordinator.
