ICVA Alum Carol Whitmore to Make History as VFW’s First Woman and First Iowan National Commander-in-Chief
The Iowa Department of Veterans Affairs is proud to recognize Carol Whitmore of Traer, Iowa, who will make history this August when she is officially installed as the National Commander-in-Chief of the Veterans of Foreign Wars (VFW) of the United States during the organization’s 126th National Convention in Columbus, Ohio.

Scheduled for August 13, 2025, this historic installation will mark the first time in the VFW’s 126-year history that both a woman and an Iowan have assumed the organization’s highest office.
A proud U.S. Army veteran whose service spanned more than three decades (1977–2013), Whitmore earned her VFW eligibility while serving in Iraq. Her distinguished military career earned her numerous honors, including the Legion of Merit, Bronze Star Medal, Combat Action Badge, and six Army Commendation Medals, among others.
In addition to her military service, Whitmore is a retired nurse and a committed leader in the veteran community. A Gold Legacy Life Member of VFW Post 9127 in Des Moines, she has held leadership roles at every level of the organization. She served as the VFW Department of Iowa Commander from 2018 to 2019, achieving All-American status, and as VFW’s representative on the Iowa Commission of Veterans Affairs from August 2018 through August 2023.
At the national level, Whitmore served on the VFW’s Legislative Committee, General Resolutions Committee, and the National Council of Administration from 2019 to 2023. In 2022, she was selected as the designee for National Commander-in-Chief for the 2025–2026 term. Her formal election as Senior Vice Commander-in-Chief took place on August 1, 2024, during the 125th VFW National Convention in Louisville, Kentucky.
As National Commander, Whitmore’s mission will center on advocacy for all veterans, with a special focus on strengthening the role of service officers and reaffirming the national commitment to the POW/MIA mission.
A graduate of Hawkeye Community College and the University of Northern Iowa, Whitmore is also a Life Member of the Military Order of the Cootie, the VFW National Home, and both the American Legion and its Auxiliary. She and her husband Brad reside in Des Moines, Iowa.
Plans are underway for homecoming celebrations in Iowa this September, following her installation. More details will be released in the coming weeks.

Every Independence Day, Americans gather to celebrate the birth of our nation — with fireworks, parades, and patriotic pride. But for Iowa’s veterans, the Fourth of July is more than just a holiday. It’s a day deeply tied to service, sacrifice, and the enduring promise of freedom.
In Marshalltown, Vaughn Hauser and Ralph Alshouse, two of our IVH WWII veterans, served as Grand Marshals, leading the traditional Independence Day parade through our campus and the 13th Street business district, following a car show on the 3rd.
A Legacy of Service
Iowa has long punched above its weight in military service. With over 177,000 veterans living in Iowa today, and generations before them having answered the call — from the Civil War to the War on Terror — the Fourth of July is a reminder of what their service protects: liberty, democracy, and the American way of life.
A Day of Reflection and Pride
For many veterans, Independence Day stirs powerful emotions — not only pride in our country, but also reflection on the cost of freedom. It’s a time to remember fallen comrades, to honor the flag, and to reconnect with a sense of shared duty. Whether at small-town parades like the one here, or quiet backyard gatherings, Iowa veterans take this moment to celebrate the values they stood up for in uniform.

Community and Commitment
From State Fair parade preparations to local veterans’ posts marching in holiday events across 99 counties, the Fourth of July showcases how veterans continue to serve — now as community leaders, mentors, and volunteers. Their continued commitment reminds all Iowans that patriotism isn’t just about waving a flag; it’s about living its meaning year-round.
More Than a Date on the Calendar
To Iowa veterans, July 4th is not only about independence won in 1776 — it’s about defending it ever since. It's about remembering that freedom is not free, and ensuring that the next generation understands why that matters.
This Independence Day, the Iowa Department of Veterans Affairs hopes all Iowans took the time to pause and thank the veterans in their lives — not just for their service in uniform, but for the values they carry forward every day.

Last month, more than 1,800 Soldiers from the 2nd Brigade Combat Team, 34th Infantry Division mobilized from 24 locations across Iowa—including two IVH staff members:
- Jared Bailey (Ulery Building)
- Madison Kremer-Awes (Malloy Building – M3S)
These Soldiers just completed a demanding training rotation at Fort Polk, Louisiana, and are now entering mobilization. This "contiguous mobilization" is a major logistical accomplishment.
Additionally, the 103rd Sustainment Command (U.S. Army Reserve) from Fort Des Moines will deploy to the Middle East on Saturday, August 16. Please keep these service members and their families in your thoughts over the coming year. We’re proud of their service.
On Friday, June 20, we said farewell to IVH Nursing Services Director Kristy Kelley. Kristy shared that she plans to remain part of the IVH family by volunteering—serving popcorn, and most meaningfully, continuing as our point of contact for the Dementia Friendly Community training program. We thank Kristy for her continued commitment and service to our residents.

Join Us Monday, August 11, 2025 – Veterans Day at the Iowa State Fair Parade
The Iowa Department of Veterans Affairs invites all Iowans to attend the Veterans Day Parade at the Iowa State Fair on Monday, August 11, kicking off at 11:00 a.m. on the Grand Concourse. This annual tradition honors veterans of every generation, with community groups, color guards, the Iowa National Guard, and veteran organizations marching in solidarity .
This year’s theme recognizes the 50th anniversary of the Vietnam War, with special tributes to Vietnam-era veterans. “The first Monday of the Fair is always Veterans Day,” noted VA Central Iowa Health Care—highlighting its importance in our veteran community .
All veterans are invited to march or line the route. Participants can get in free all day with their wristbands. Non-participating vets and current service members still enjoy reduced price Fair admission with military ID or proof of service. The day features informational booths from veteran organizations and dignitaries, offering resources and support to those who served DVIDS+7Veterans Affairs+7YouTube+7.

On June 25 and 26, we interred three residents at the Iowa Veterans Home Cemetery. These ceremonies were attended only by IVH staff, reminding us how essential they are to the lives—and memories—of those we serve. It was a privilege to be present for each service. My thanks to Chaplain Angela Doty and the entire Chaplaincy team for their steadfast care and spiritual support. Your presence truly matters.

The Commission includes representatives from the American Legion, AMVETS, DAV, IACVS, IDVA, Iowa National Guard, MCL, PVA, VFW, VVA, an at-large public member, and the VA. These meetings help align efforts across the veteran services community. If you have ideas or recommendations for the Commission, please let us know.
Ambassador and Governor Branstad to Visit IVH
We’re honored to welcome former U.S. Ambassador to China and longtime Iowa Governor Terry Branstad to the IVH campus on Wednesday, July 23, 2025. Governor Branstad will meet with residents, reflect on his decades of service, and take questions. We’re looking forward to this special visit.

This time of year, our government relations team is busy reviewing the recent state legislative session and preparing for the next session, which begins in January. With more time to focus on federal matters, we continue to actively engage on H.R. 1970, a bill introduced by Representative Mariannette Miller-Meeks aimed at reducing the pharmaceutical reimbursement deficit the VA currently imposes on all state veterans homes. This issue has a significant financial impact on the Iowa Veterans Home (IVH).
We have been in discussions with Iowa’s entire congressional delegation on this important matter. Recently, Representative Zach Nunn joined as a cosponsor of the bill, and we also had the opportunity to advocate for it with Congressman Feenstra during his recent visit to IVH. Discussions are ongoing with Senators Grassley and Ernst regarding a companion bill in the Senate. The issue was addressed in a Senate Appropriations Committee hearing this week with VA Secretary Collins. You can listen to the testimony here, starting at the 1:14 mark.
Community Spotlight: Corvette Visit
On a lighter note, we had a thrilling visit from Iowa Speedway President Eric Peterson and his 2025 C8 Corvette pace car! Over 60 residents participated by taking rides, watching, or sharing stories about the fast cars they once owned. Benefits & Cemetery Bureau Update
Summer means the Benefits team is on the road, supporting outreach events across all 99 counties in Iowa. At each event, our team sets up an informative display featuring helpful VA literature, as well as information about state programs like the Iowa Veterans Trust Fund, Iowa Veterans Cemetery, Iowa Veterans Benefits, and of course, the Iowa Veterans Home.
On Saturday, June 14th, 2025, Kevin House, Records Clerk with Iowa Veterans Benefits, brought the Spirit of Iowa Tribute Bell to New Hampton for the Chickasaw County Veteran Services Heartland Days Car Show. About 60 visitors stopped by the tent to learn more about veterans benefits—and many had the chance to ring the bell!

We recently completed our annual VA survey, and we’re expecting the final results to arrive any day. IVH is happy to report that the survey went exceptionally well, with only a few minor deficiencies as always expected. This is a truly outstanding outcome! These results reflect the hard work and professionalism of the entire team. The surveyors praised the cleanliness and appearance of our facility and grounds—and most importantly, they noted how happy our residents are. Thank you for making that possible!
Welcome to Dawn Karr
We’re excited to welcome Dawn Karr to the Quality and Compliance team as our new Infection Control Nurse. Dawn brings many years of long-term care experience and will take the lead on infection control efforts once her orientation is complete.
In the meantime, Tracy Pieters and Candice Cobb will continue to assist with infection control questions and support.
Administrator Appointment
We're also pleased to officially share Kelly Oetker accepted the role of Licensed Nursing Home Administrator. Having served in this capacity provisionally since January, she'll continue leading this team.
We have a strong team and a meaningful mission here at IVH, and it’s a privilege to serve alongside each of you.
Operations

IT Update – New Ticketing System & AI Tools
The Department of Management and DoIT (DOM DoIT) has introduced a new IT ticketing system called ServiceDesk Plus. Staff will receive additional information and training throughout the month as the new system is implemented.
In addition, DOM DoIT will soon launch a free AI platform designed to help improve workplace efficiency. IDVA will explore how we can responsibly and effectively use this tool to support staff and streamline operations. Training will be provided to explain its capabilities and clarify what uses will—and won’t—be permitted.
End-of-Year Closeout
We wrapped up the state fiscal year on June 30, with nearly every department is involved in some form of financial reconciliation, inventory reporting, or compliance documentation. This is one of our busiest periods of the year. We're grateful for everyone's patience and understanding as teams worked to meet tight deadlines and fulfill critical reporting requirements. Thank you for your attention to detail and dedication during this important time.
Budget – Why July Matters
July is a key month for IVH budgeting. Here’s why:
IVH receives an annual state appropriation of $8.145 million, which is the only funding available until we begin receiving federal reimbursements from the VA, Medicaid, private pay, and insurance. However, those reimbursements begin arriving in late July or August—and they apply to June services. That makes July a tight month for cash flow, and it’s why our Finance Team monitors spending closely during this period. Your awareness and support are appreciated.
Transportation and Vehicle Update
Many are aware that our Transportation Department has faced challenges due to vehicle breakdowns. To address this, IVH is working to purchase an additional small bus to improve the reliability of our fleet and reduce disruption to scheduled trips and appointments. More updates to come as this process moves forward.
Nursing
🎉 BIRTHDAY BASH: Year One Complete!
The Education Team has officially wrapped up the first full year of Birthday BASH, and we want to thank every presenter, facilitator, and behind-the-scenes staff member who helped make it a success. We’re excited to roll into FY ’26 with new presentations and fresh voices—while still meeting our required annual nursing home training.
🧑⚕️ Staffing & Scheduling Survey Feedback
Nursing Leaders recently conducted targeted rounding with staff to gather feedback on recent staffing and scheduling changes. Over 275 team members responded—thank you! We're currently reviewing the data and will provide an update, including next steps, the week of July 7.
🌙 New Night Shift Leadership Roles
To help build sustainable and rewarding career paths, we received approval to create three Night Shift RN/LPN Public Service Supervisor positions. These leaders will:
- Work licensed carts during night shifts
- Supervise their assigned unit
- Rotate clinical weekends and holidays
These roles are open to LPNs and even new RNs interested in leadership who may not yet meet minimum qualifications for an NS position. If you or someone you know may be a great fit, send them to the Join Our Team page! We’re our own best recruiters!
Facilities
🌱 Courtyard Improvements Underway

Our team has identified areas in the courtyard where grass struggles to grow, primarily due to shallow topsoil over the tunnel sections. We’ll be working to enhance these spaces with alternative plantings and decorative features to make them more visually appealing.
🔐 Shoutout to Our Security Team
Our Security Team is often the first line of defense in emergency situations, providing protection, peace of mind, and daily support for residents, visitors, and staff alike. Their work often goes unnoticed—but it shouldn't.
In addition to ensuring the safety and security of our campus, they also:
- Transport residents to hospitals
- Pick up LP tanks for our grills
- Shuttle Mitchellville workers
- Deliver labs and pick up mail
- Clear laundry chutes and retrieve lost items
- Set up barricades and maintain flags
- Remove animals, jumpstart vehicles, retrieve locked-in keys, and inflate tires

July is shaping up to be a busy and exciting month as we partnered with the Marshalltown community for the Red, White & Blue Festivities on July 3rd & 4th!

- 13th Street Cruise In Car Show, 5:00–7:00 PM
- Live music: Buz Owen (5:00–6:30 PM) and the B2wins (7:00–9:00 PM)
- Various food trucks on site
Friday, July 4:
- IVH 4th of July Meal for residents, employees, families, visitors, and volunteers in the ATHA dining room. Staff service begins at 10:00 AM, with regular hours 11:00 AM–1:00 PM. This meal is free of charge with both service lines open.
- Billy Wilson performing at 11:00 AM in ATHA
- The 4th of July Parade begins at 10:30 AM, passing by the Dack, Malloy & Ulery buildings. Grand Marshals for the parade are WWII veterans Vaughn Hauser and Ralph Alshouse.
- Food trucks and kids’ games (face painting, bounce houses, sidewalk chalk, art stations, yard games, and a Veteran Monument Family Scavenger Hunt) on the IVH south grounds, 11:15 AM–1:15 PM
- Little League softball game at 1:00 PM (first pitch by resident Shirley Lange) and baseball game at 2:30 PM (first pitch by resident Jim Clime) at IVH Valor Field, with the IVH Choir performing the National Anthem before the games
- Fireworks at the 6th Street Marshalltown Softball Complex at dusk, with music, bands, and food trucks. Residents will be escorted outdoors to enjoy the show from IVH grounds.

Human Resources and Food Service

A big thank you to all the staff who helped with the Campfire Meal on June 24th—we served 179 guests in the dining room! Your hard work made the event a great success.
Food Service is in the process of replacing a tilt skillet and ovens in the kitchen. These high-use pieces of equipment have reached the end of their service life, and we’re excited to have the new units installed soon. This will help us improve food preparation and quality.
On June 27th, Recruitment and Retention hosted a Teacher Externship in the Whitehill Auditorium, complete with facility tours. A student externship is planned for July as a follow-up. Our team will also be attending upcoming career events, including the Hire a Veteran Event at IowaWorks on July 25th and the Iowa State University Career Fair on September 19th. We’ll also be present at Veterans Day at the Iowa State Fair to promote career opportunities.

Finance Bureau
As we began the new fiscal year, the State Auditor was onsite July 1st to conduct end-of-year inventory checks for fiscal year 2025.

While fiscal year 2026 has begun, we will continue processing documents from fiscal year 2025 during the hold-open period from July 1st through August 29th.
I’m also pleased to share that the State Auditor’s office has completed the annual financial audit for fiscal year 2024, and we achieved another deficiency-free year. The final report will be released in the coming months.
Exciting news from the Cashiers office: In July, we will begin relocating Cashiers to the Malloy building, where Volunteer Services is currently housed. This move will make the office more accessible to residents and enhance our ability to assist them with their financial matters. Once the transition is complete, we will close the remote Cashiers office to maintain a centralized location. We expect to finish by August 1st and will keep staff and residents updated as plans progress.
